There are tests you can do to find fuel leaks: talcum powder, paper towel (which I prefer because it's not so messy), and pressure test. I'm not in favor of just tightening clamps until the smell goes away, if the hoses are old or you're not sure. I say: get oem hose and clamps and make it right. ........... Also, the rack boots don't hold fluid. They are just dust covers. My first guess on the ps fluid would be hoses.
